Dr. Felicia Adams
Dr. Felicia Adams has 30 years of experience in urban education and a proven track record in school improvement. She has served as a teacher, teacher trainer, instructional supervisor, curriculum manager, elementary and secondary principal, School Support Officer, Officer of Academic Instructional Technology, Area Superintendent before serving in her current role as Superintendent at Southwest Public Schools in Houston, Texas.
As Houston ISD Area Superintendent, Dr. Adams spearheaded significant improvements, with 91% of struggling campuses meeting TEA accountability standards in one year. She led the Achieve 180 Turnaround plan, impacting 42,000 students and over 2,000 educators, and developed innovative instructional continuity plans during the COVID-19 pandemic. Transitioning to the superintendency at Southwest Public Schools, she elevated the district from a C to a B state accountability rating within a year.
Following is the conversation we had with her.
Leadership Philosophy
With over 30 years in public education, my leadership philosophy has been shaped by each role I've held—from classroom teacher to principal, district leader, and now Superintendent. The most impactful moments have been spent directly serving students and families.
As a teacher, I learned that students thrive when they feel seen, supported, and challenged, and I carry that lesson forward in how I support our educators. As a principal, I saw how culture and community engagement could transform schools, especially when student voices are central.
Now, as Superintendent, I lead with empathy, urgency, and a strong belief in every child's potential. My decisions—whether about policy, partnerships, or investments—are always guided by one question: "Is this what's best for kids?" This approach has driven our efforts to expand advanced academics, strengthen multilingual programs, and create pathways to college and careers, ensuring that our impact is felt in the lives of students.
Leadership, to me, is about making a meaningful difference. What helps me is my positive collaboration with the school board.
Delivering Accelerated Academic Growth
At Southwest Public Schools, achieving a “B” rating from the state reflects our commitment to four key strategies: leadership development, teacher excellence, campus support, and community engagement. From the start, we focused on accelerating student growth by building systems designed to enhance learning, rather than just remediating gaps.
Leadership excellence is fostered through mentorship and strategic hiring to strengthen instructional leadership, while also participating in Texas’ Teacher Incentive Allotment program to attract and retain top talent with competitive salaries.

Teacher excellence remains central, with investments in recruitment, professional development, and retention incentives to ensure skilled educators are in every classroom. We also provide campus-based support like social-emotional learning, after-school programs, and wraparound services to address both academic and emotional needs.
Proactive communication and opportunities for family involvement further strengthen our partnership with the community, contributing to improved educational outcomes for all students. These strategies underscore our dedication to high-quality education and student success.
Ensuring Equity isn’t Just a Value
At Southwest Public Schools, our mission is clear: every student will graduate college or career ready. That promise guides every decision we make, and it demands that we remove barriers, close opportunity gaps, and create a system where readiness is not reserved for a few but expected for all.
With 92 percent of our students economically disadvantaged and 75 percent learning English as a second or third language, we know that potential is everywhere, but access isn’t always guaranteed. That’s why we’ve built intentional systems to ensure post-secondary readiness is a reality for every child.
We monitor data at the student group level to ensure no one falls through the cracks. We’ve expanded advanced coursework, dual language programs, and career pathways to reflect the strengths and goals of our diverse learners. Our teachers are equipped with culturally responsive strategies and real-time data tools that allow for immediate support and acceleration.
Moreover, we’ve deepened our partnership with families through multilingual communication, wraparound services, and strong cultural connections, because preparing students for life beyond high school is a shared responsibility.
Readiness isn’t something we hope for. It’s intentionally created by design for every student, every classroom, every day.
Building Authentic, Ongoing Engagement
At Southwest Public Schools, we prioritize collaboration with families, students, and educators, viewing them as co-creators in shaping our educational system. To foster lasting change, we actively involve the community in decision-making, starting with listening as a leadership practice. This year, we established a Superintendent Advisory Council, including Student Ambassadors from each campus, who meet monthly to provide insights on strategic initiatives.
Recent student feedback influenced cafeteria choices, playground upgrades, and college/career opportunities. Our Family and Community Engagement Office ensures communication flows both ways, with multilingual family nights, regular updates in home languages, and accessible events. We also enhance communication through community liaisons, parent ambassadors, and leadership teams, reinforcing trust and engagement. By consistently reflecting community input in decisions, we build trust, creating a system that truly represents the hopes and needs of those we serve.
Guiding Lesson for Peer Practitioners
The launch of the College & Career Preparatory Academy (CCPA) at Southwest Public Schools embodies my vision for education: not just graduating students, but preparing them intentionally for success in college, career, or the military.
Designed to meet students where they are, CCPA pairs high expectations with real-world partnerships like Genesys Works and Pathways in Technology (P-Tech). This initiative equips students with both academic credentials and practical skills.
A milestone achievement was the first-ever awarding of the Seal of Biliteracy to 5th graders, 8th graders, and graduating seniors, celebrating proficiency in English and another language across over a dozen cultures. These efforts reflect a systemwide commitment to readiness, relevance, and respect for every student. My core belief is that with the right support and opportunity, all students can lead and contribute meaningfully to their futures. Postsecondary success, in my view, is the result of structure, vision, and belief—not chance.
